The UAE is set to introduce a new unified health insurance system. HH Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE, issued directives for this system, which will cover Emirati citizens across all emirates. This comes as a major initiative that is expected to transform the UAE’s healthcare scene.
The new unified health insurance model is designed to be more integrated, equitable and sustainable. Emiratis will have access to a consistent quality of healthcare services, regardless of the emirate where they live or receive healthcare treatment.
Why This Change is Significant
While the UAE has made notable progress in medical systems, healthcare services have always differed across emirates. Abu Dhabi’s Thiqa programme is considered highly comprehensive, offering mandatory coverage that includes extensive treatments and preventive services. In Dubai, the Saada and Enaya programmes have offered diverse healthcare benefits too.

In Ras Al Khaimah, Sharjah, Umm Al Quwain and Fujairah, there have been differences in healthcare experiences among citizens. The new system will integrate all services under one federal umbrella for equality in healthcare services.
Benefits of the Unified Healthcare Insurance System
The new system will reduce disparities in health services across the seven emirates, including unified treatment, preventive and diagnostic services. The system includes hospital treatment, emergency services, primary healthcare, screenings, chronic disease coverage, and maternity, child and senior citizen healthcare services.
Mobility becomes much less of a hassle, as citizens can now access high-quality medical services with reduced administrative complexities regarding approvals and differing service providers.
