Law No. 9 of 2026 covers a wide range of areas, from preventing cruelty and neglect to setting out the responsibilities that come with owning an animal. It also includes rules around the sale and breeding of animals.
The law also addresses abandoned and stray animals. It outlines measures to improve their protection and welfare. Residents will additionally have a way to report suspected animal welfare violations.
What Does the Law Mean for Pet Owners?
Responsible pet ownership is a core part of the new regulations. Owners must take special care to ensure they comply with legal obligations associated with owning a pet. These include ensuring that pets have access to adequate veterinary care and vaccinations, and that they are properly registered and identified.

Under the law, animals cannot be abandoned. Regulations outline how strays must be managed and protected.
Businesses that sell and breed animals must also follow certain provisions, including appropriate licensing and regulations.
Reporting Animal Welfare Violations
If residents witness animal abuse or mistreatment anywhere across the emirate, they can report the violation to the Ministry of Climate Change and Environment at 800 3050. An alternative option is through the Biosecurity Early Notification Portal.
